Bush nominated Kavanaugh to the US Court of Appeals for the District of Columbia Circuit in 2003, but his nomination was stalled in the Senate for over three years before finally being approved. In 2006, he was finally voted in. At the time, Kavanaugh was a circuit judge, and he wrote rulings opposing abortion rights, Obamacare, and environmental control.

Trump nominated Kavanaugh to the Supreme Court in 2018.
